Issui isn't paying as much attention to her surroundings as she really should be. One of the hazards of hanging around Shinobu. She realizes almost too late that someone else isn't paying much attention either, and is headed straight for her. He stops just in time that she gets an eyeful of chest instead of smashing face-first into it. Which is good, because that is a lot of visible chest.
